Lilypad - A Floating Ecopolis.
The planet is warming, ice caps are melting, and water levels are rising and the international scientific community predicts that a temperature elevation of 1°C will lead to a water rise of 1 meter, resulting in massive land reduction and more than 50 million people will be affected by this change; imagine what would happen when it goes to 2 meters. Vincent Callebaut, a visionary Belgian architect has come up with his proposal 'Lilypad, A Floating Ecopolis' as a solution. Lilypad, a prototype of auto-sufficient amphibious city is a true amphibian - half aquatic and half terrestrial city. It will be able to accommodate 50,000 inhabitants. The floating structure of the Ecopolis is directly inspired by the highly ribbed leaf of the great lilypad of Amazonia Victoria Regia. The goal is to create a harmonious coexistence of humans and nature, exploring new modes of crosscultural aquatic living.

that looks like a fantastic idea -- with those sort of figures, if you could secure planning approval, secure manufacturers and build it including decent transport to dry land all for under US$5bn, this could be a very workable solution to the current global housing shortage.
plenty of customers would be ecstatic to land a few of those babies in the middle of Sydney harbour or the Mediterranean coast.
